The CY Landmarks Committee is ready to move forward and will present their final proposal at a public meeting on Thursday, August 24th, from 6 to 8 pm in the upstairs conference room at First Congregational Church. This meeting will include a brief summary of the process to date, an open-house style presentation of the committee’s final proposed guidelines, and an opportunity for property owners to vote for or against the committee’s proposal.

~*Voting*~
The Memphis Landmarks Commission struck down a recent amendment to their by-laws which would have added a 25% threshold petition of all property owners within a proposed district. This decision means that there is no legal requirement for applicants wishing to create a new district to perform any sort of community vote or petition; instead, the Commission prefers that all those for or against a new district come forward to speak at public hearings. However, the CYCA feels strongly that some method of recording resident preference is integral to involving our neighborhood in the landmarking process. For the reason, the CYCA will administor a good faith vote modeled after local government practices. Details for this vote are as follows:

–Voting will open at the public meeting on August 24th and remain open until 7 pm on August 30th.
–Property owners will be allowed one vote per property.
–Voting will take place in-person either at the meeting or at the CYCA office (times to be posted )during the open voting period. Out of town voters have the option of mailing in their vote as detailed in notices which will be mailed to all property owners.
–Votes will be recorded during the voting period with anonymous ballots however, voters will be checked off by volunteers using a list of all property owners provided by the city. Please bring ID to confirm voting status.
–Votes will be counted by volunteers and observed by volunteer poll-watchers on August 30th. Results will be announced online as soon as the count is complete. If you would like to volunteer as counter or poll-watcher, please contact the CYCA (901-272-2922, info@cooperyoung.org). All are welcome to volunteer.
–A simple majority of votes will carry the decision. Non-voters will not be counted in any way, shape, or form. If you have a position either for or against, it is VERY IMPORTANT that you vote.

The CYCA holds no official position in regards to the preferred outcome of this vote; all property owners are encouraged to participate and to vote their preference. It is important to remember that this is a good-faith vote specifally administered by the CYCA. The results of this vote will impact further action and financial support from the CYCA. There is no legal requirement for any person or group who may wish to apply for landmarks district status to hold a vote or petition of property owners within a proposed district.
