The final decision of Cooper-Young’s Landmarks status has been postponed for the second time. The third and final reading is on hold pending a vote to clarify the role of the Landmarks Commission versus the role of the Memphis City Council in Landmarks decisions. The council would like to circumvent decisions previously only approved by the commission and give it to the Landmarks Commission staff. There is also discussion of who will have the final vote on Landmarks decisions, the council or the commission?
